With a view to problems related to bitumen export and for boosting up export of this product, the commission has proposed that tar manufacturing companies put their product at the disposal of exporters in trust and by specified day rate so that they would package the product with their own expense and under present conditions that the market has stopped and has come to a standstill, the product would be kept in warehouses in depot and marketing would be done in the interval. Of course, it will be done on partnership investment and more in terms of bitumen conservation. Further, tar producers shall put necessary deadline at the disposal of exporters at least for minimum 3 to 4 months in order to repay the sum of the bitumen .
Determining price for export bitumen
Fluctuations commission shall determine and examine the international markets and domestic markets regularly and will declare the new prices of types of export tar each month. It is noteworthy that these prices will be declared at the request of Bank Markazi in order to prepare export goods price indicator(index) to the said bank.
Study of 3% paid sum to bitumen producers for charges aggregation
Considering that several exporters of bitumen have paid some sums in 2005 for charges aggregation(export deposit) to manufacturers, thus following pursuits made and agreement reached, it was ordained that exporters would return the paid sums while presenting necessary documents and according a notarized power of attorney and if they have deposited any sums for charges aggregation in the years 2006 and 2007 it would be studied and returned.
