New, comprehensive research on human capital in oil industry is being launched as part of an initiative championed by the oil minister to leverage the expertise of leading industry specialists, the head of the Institute for International Energy Studies said.
Speaking Sunday at the inauguration of the Ministry of Oil's Human Resources Management House, Mohammad-Sadeq Jokar said the center will bring together experts and managers to adopt a forward-looking approach to human capital and analyze workforce-related challenges.
Jokar said independent, comprehensive research on human capital is essential to identifying workforce needs and challenges before they develop into broader problems, underscoring the importance of evidence-based policymaking.
He added that future-oriented research will provide managers and decision-makers with timely insights into workforce conditions, enabling them to respond more effectively to emerging issues.
Jokar also called for expanding research in futures studies, epistemology, social psychology and energy efficiency in the oil industry. He said the participation of distinguished experts across the Institute for International Energy Studies, including the Human Resources Management House, will help strengthen human capital development.
He said the institute is adopting a new approach to human resources research, emphasizing field-based and applied studies rather than routine administrative research. The goal is to provide practical recommendations to the Ministry of Oil's human capital management without altering the existing organizational structure.
Jokar added that the use of intelligent technologies in human capital research is expected to produce valuable findings that will strengthen collaboration between management and employees across the oil industry and potentially contribute to workforce policy at the national level.
Referring to the performance of oil industry employees during the country's two recent wars, Jokar said their contributions had been exemplary. He expressed hope that their legitimate concerns would receive serious attention and be reflected in both human capital research policies and discussions within the ministry's management council.
