700 oil wells brought back to life
The revival of more than 700 shut-in and low-producing oil wells, the engagement of 76 technology companies, the receipt of 189 technical proposals and 381.227 billion rials in investment in technology projects are among the key achievements of the Oil Industry Technology and Innovation Park during the first two years of the 14th administration.
The initiatives have focused on advancing technology and supporting new technology-based firms in addressing the oil industry's challenges and increasing production capacity.

During the first two years of the 14th administration, the Oil Industry Technology and Innovation Park sought to strengthen ties among technology companies, universities and the operational needs of the oil industry. Reviving shut-in and low-producing wells, developing specialized technologies, supporting knowledge-based companies and creating technology infrastructure were among its main areas of activity.

Over 700 shut-in, low-producing wells revived

Part of the country's oil production capacity lies in wells that have been taken out of production for various reasons or are no longer economically viable. Using technology to return these wells to production has been one of the park's main priorities under the 14th administration.

More than 700 shut-in and low-producing oil wells have been targeted for revival, making the initiative one of the park's most significant programs during the period. The project, which draws on the capabilities of technology and knowledge-based companies, has an estimated financial turnover of about $500 million.

Park experts also contributed to revising the draft Economic Council resolution to make the project more economically attractive and encourage more technology companies to participate.

A total of 76 technology companies took part in identifying challenges and proposing technical solutions. They submitted 189 technical and specialized proposals, resulting in the signing of 18 contracts, 12 of which are currently under implementation.

More than 60 confidentiality agreements were also signed with participating companies to give them access to technical data on the wells.

Venture capital, production-based payments and technology development are the three main cooperation models being used in the project.

A well-by-well approach and advanced downhole technologies are given particular priority. Technologies capable of providing customized solutions based on the specific conditions of each well are considered especially important.

From Pipeline Corrosion to Artificial Intelligence Models

The oil industry's challenges extend beyond well production. Pipeline corrosion, sediment erosion, reservoir modeling and production monitoring also require technological solutions.

Several specialized projects have therefore been pursued at the Oil Industry Technology and Innovation Park. One is an Integrated Pipeline Corrosion Monitoring System designed to manage both internal and external corrosion.

Another project focuses on developing a new-generation corrosion inhibitor for sour-gas environments, with the aim of providing the industry with more resistant equipment for such conditions.

Tests related to sediment erosion have also been conducted, allowing laboratory data to be compared with real-world conditions.

In geology, digital modeling of the Mozdouran Formation in the Khangiran and Gonbadli fields has been pursued. A Virtual Flow Meter is also being developed to optimize production in real time.

Artificial intelligence has also become part of the park's technology portfolio. One project involves developing a dedicated large language model, or LLM, for the oil industry to leverage AI capabilities in data analysis.

The park's total investment in research and technology projects has reached 381.227 billion rials.

NTBFs: From Ideas to Products

A technology ecosystem depends on capable companies. During this period, 35 leading companies working across different segments of the oil industry's value chain have been active at the Oil Industry Technology and Innovation Park.

Of these, 16 operate in the upstream sector, 15 in downstream activities and four in general services and information technology.

Some focus directly on production challenges, including the revival of inactive wells, wellhead equipment, drilling-data management and downhole video scanning.

Others are working on more specialized technologies, including hydrotreating catalysts, anti-corrosion products, nanotechnologies, composite membranes, intelligent pigs and instrumentation equipment.

Universities, Oil Companies and a Common Path

Bridging the gap between universities and industry has long been a challenge in technology development. Over the past two years, the Oil Industry Technology and Innovation Park has sought to narrow that gap.

The park signed 16 scientific memorandums of understanding with universities and expanded cooperation with seven leading universities to establish joint innovation centers.

Its links with the industry have also expanded. The park currently cooperates with 12 oil industry subsidiaries and nine government institutions in technology-related areas, with 20 cooperation agreements active across its network.

The application of artificial intelligence within the Oil Ministry is another emerging area of cooperation. The park has taken preliminary steps toward an agreement to become the Oil Ministry's AI assistant.

At the seventh Testa exhibition in December 2025, two locally manufactured products were unveiled for the first time: a turbine ring produced by Matin Tajhiz Farda and a Free Point tool produced by Nasim Hamrah Communications Industries.

Infrastructure to Bring Technology Into the Field

Technology development requires laboratories, workshops and suitable testing facilities. Accordingly, the Oil Industry Technology and Innovation Park has also focused on expanding specialized infrastructure.

A petro-refinery simulator center was developed for training and testing complex refining processes. A workshop for manufacturing advanced rotating-equipment components was also established to localize critical turbine and industrial pump parts.

In the pipeline sector, an Integrated Pipeline Integrity Technology Center was developed to support intelligent monitoring and improve pipeline safety.

A Joint Digital Manufacturing Laboratory Campus was also established to provide infrastructure for prototyping and digital manufacturing.

At the same time, the development of a Joint Energy Campus and a Joint Gas Campus has been pursued, focusing on advanced technologies in the energy sector and the gas industry's value chain.

More Resources to Continue the Work

Expanding the park's mission requires sustainable funding. Under the 1405 budget, an independent dedicated-revenue line was established for the Oil Industry Technology and Innovation Park.

Revenue from leasing facilities to resident companies also increased, while allocations from the National Iranian Oil Co. to support technology and innovation activities grew.

A total of 185 billion rials was allocated for contracting services. The upgrading and modernization of laboratory and development infrastructure also continued.

Human capital development was another part of the program, with about 200 billion rials allocated to support the park's specialized and development activities.

Technology Matters When It Becomes Operational

The ultimate goal of the park's activities is not to produce papers or keep technologies in laboratories. Technology must find its way into operations.

Accordingly, the problem-solving chain at the Oil Industry Technology and Innovation Park begins with identifying an industry need. A technology company then proposes a technical solution, which is tested and validated before ultimately moving into operations.

This model strengthens links among knowledge-based companies, universities and oil industry operating companies.

The park seeks to serve as an intermediary, identifying the industry's challenges on one side and mobilizing the capabilities of the country's technology companies to address them on the other.

Technology Supports the Industry After the War

The 12-day and 40-day wars created new challenges for technology companies and industrial organizations. The Oil Industry Technology and Innovation Park also deployed part of its capacity to support damaged regions and companies.

The park also prepared the groundwork for submitting damage claims by affected knowledge-based companies to the vice presidency for science, technology and knowledge-based economy.

It subsequently identified knowledge-based companies capable of independently supplying electricity and steam. The objective was to create independent energy-supply capacity outside the national grid through gas turbines.

For damaged state-owned companies, the allocation of space and provision of facilities were also pursued. The list included the procurement warehouse of the Oil Pipeline and Telecommunications Department and the headquarters building for the managerial and technical staff of the Tehran Pipeline and Telecommunications Region.

Two Years of Bringing Technology Closer to Oil Operations

The Oil Industry Technology and Innovation Park's two-year record under the 14th administration reflects an effort to bring technology closer to field operations.

The chain — from reviving wells and increasing production to artificial intelligence and independent energy supply — is ultimately aimed at ensuring that technology creates tangible value for the oil industry and that its results are visible in the field and in day-to-day operations
